This was like an away game for the USA. Easily 70% of the fans were supporting Mexico, if not more.
A source told ESPN earlier this year that as long as Mexico makes a good-faith attempt to eradicate the chants, there wouldn't be any sanctions, starting now if homophobic chants are heard by opposing teams actions would be taken by the US soccer federation by enforcing its policy on discriminatory acts, 1st violation 2-year ban from playing inside the USA, 2nd violation would be 5 years and a 3rd violation would result of a permanent ban. As of right now, FIFA has no punishment of this sort.

Regarding the discriminatory chanting; the Mexican fans yell "Putoooo" during a goal kick. It's pretty much like the "you're sh*t ahhhh" in England. Mexico has been doing this for a couple decades. Puto means b*tch but can be used as a homophobic slur, although there are at least two other words used much more frequently for that purpose. Concacaf banning the chant is controversial among supporters because a lot of people swear it isn't homophobic.
