It appears that she might have given him consent (it's unclear). She said it wasn't a big deal and was just part of the moment, then days later completely changed her tune (probably after radical politicians and and activists contacted her). There's footage of her and her teammates on the team bus cracking up about the kissing incident. That's not to say that Rubiales isn't corrupt or creepy, but this whole ordeal is extremely dishonest.

It seems to be a deeper issue than the kiss. It is pretty clear that this man is basically not liked by the spanish players , coaching staff and even spanish public. Otherwise they would not have stood against him. Maybe his past behaviour may also be responsible for him being unpopular. Otherwise they may not have gone against him in such a manner and may have ignored the kiss as a one off incident. Point to note here is that not even a single spanish player is supporting him. Even if his name is cleared in this kissgate scandal it may be difficult for him to continue without the support of players. Maybe the best option for him is to apologize and gracefully quit.
