41. Horan's stutter step on the PK is actually a stop n go motion which alone should have ended the PK as you are not allowed to stop your forward motion at any time during a PK attempt. Should've been disallowed. #FIFA has to start implementing this rule much more often. If a GK is not allowed to take feet off the goal line then they have to put an end to the stop motion during the stutter step on a PK attempt. Fair is fair.
